The block paid double the 6¢ per ½oz. Canadian packet rate to the U.K. The cover however was sent by British packet with no surcharge based on the first packet principle which allowed discretion to mail clerks in routing mail by the quickest means possible. Postage by British packet would normally have been 8¢ per ½oz.
