Canada, 1873-88, 3¢ orange red and 3¢ bright vermilion (37c, 41), Hechler private Service overprints, two different types. Fine. Henry Hechler was a Captain in the militia who helped put down the Indian-Metis rebellion in the Northwest Provinces in 1885. He overprinted stamps and stationery for use by the military in hopes that it would receive special handling. The overprint was unauthorized but tolerated by the post office.

Saint Stephen, N.B., July 5; small nick at lower right, otherwise Very Fine. Underpaid by 3¢ the letter was charged the unpaid rate of 10¢ with no credit allowed for the 3¢ stamp.

The sender was apparently unsure of the rate and played it safe by using the 5¢ U.P.U. rate for overseas destinations.

Aug 10 with red San Francisco transit d.s. on front, Aug 13; cover rather tatty being open on three sides and nearly separated on the fourth, still, covers from western Canada to the eastern U.S. during the Small Queen period are quite rare.

Canada, 1888, 3¢ bright vermilion (41), tied by Toronto c.d.s., Jan 9, 1893, on cover to Newfoundland, manuscript "T 10" due marking crossed out and rated due "4" in blue pencil, backstamped Halifax Jan 12, St. John's Jan 20, and finally (on front) Spoon Cove, Newf'd. Jan 30, F-VF. The rate to Newfoundland/was 5¢ per ½ oz., the fee was doubled for underpayment. Apparently the cover was first rated 10¢ due, giving no credit for the 3¢ stamp. Ultimately 3¢ credit was allowed and only the shortage of 2¢ was doubled and charged.
