This Panama registration envelope was from a new order of envelopes that were never put on sale in the Canal Zone. They differ from the issued envelopes in that the basic stamp indicia now bears a 10¢ denomination and there was no need for the "10 cts." surcharge. In addition, the words "CANAL ZONE" were now incorporated into the design.

When it was realized that the heavy registration envelopes were not having the desired dampening effect on theft, the entire shipment of both sizes were sold back to Panama. The envelopes were then overprinted, blocking out the indications of value and the "CANAL ZONE" and adding two large "5"s.
