This cover represents an interesting and rare usage where a five cent provisional adhesive stamp was used in conjunction with a "Paid 5" handstamp to indicate that a total rate of ten cents had been prepaid. There is one other example of this combination reported from Athens that bears the 5¢ red stamp rather than the 5¢ purple stamp. These two covers are the only examples of which we are aware.

The rental of boxes in the post office began in the Colonial period and was continued in the Confederate period as well. Many postal patrons kept accounts with the postmaster and paid the box rental and postal charges on a periodic basis. This cover above bears a "charge box" endorsement applied by sender which indicated that he wished the postmaster to supply the prepayment on the letter and charge his account accordingly.
The significance of the charge box notation on this particular cover is that it was the Oxford, North Carolina postmaster who supplied the 20¢ stamps, already rouletted, and applied it to the cover. Therefore, we can conclude that the 20¢ Oxford roulette was not a "private" roulette applied by sender but rather rouletted by the postmaster, or postal employee, before sale. As such it should be classified as a "semi-official" roulette rather than a private roulette.
