Special Delivery, 1894, 10¢ blue, unwatermarked, imperf proof on stamp paper (E4P5), horizontal pair, without gum, with significant portions of 6 other stamps, strong Albino impression, exceedingly underinked, except bottom of two bottom stamps, back of stamps with printer's ms notation for color mixture. Scott notes E4 imperfs may or may not be proofs and may well be printer's waste. A most unusual and rare Special Delivery artifact.

The Scott catalog notes that the Washing D.C. Aug. 13, 1931 first day cover date reflects the first day of sale at the philatelic agency. The actual earliest documented use of E16 is Aug. 6, 1931 at Easton, Pa. There are 5 recorded examples mailed on this date from Easton Pa.
