France, 1830 (Oct. 1) complete printed folded letter from the Royal Hospital Chelsea to a pensioned soldier in Bern, Swi, showing Crowned circle "Free" date stamp (Nov. 8) in red, various rate markings, the English free frank not being accepted outside Britain, an "Éléments de la Taxe" black on brownish yellow first type label has been attached detailing charges- 1f50c reimbursed to the office at Bern and French rate of 20c from the border office to destination, with framed "Suisse/par/Delle" handstamp, outstanding Postage Due forerunner.

These "Composition of the Postage Due" labels were created to deal with public concerns about the proper calculation of charges by the postmen. France was the first country to issue this type of label, soon to be emulated by other countries.
