Great Britain, 1891, 2d gray green & carmine, overprinted "Govt Parcels" (O32), a fabulous franking by two singles with good color, tied by framed London handstamp to large brown envelope with "Post Office/No. 19a" imprint at lower left, partially pre-printed address to the Postmaster at Morecambe, Lancs., large boxed "Parcel Post/Mount Pleasant/Parcel Office/3 Sep 1902" handstamp and crayon "4" rate, portion of flap missing, Very Fine, S.G. unpriced.

The minimum authorised weight for use of Govt. Parcels stamps was 3 lbs, but it is known that this was ignored, especially by the Inland Revenue and examples down to the minimum parcel post rate of up to 1 lb. are known (usage on letters was unauthorised), the franking on this envelope paid the rate for 2 lbs, as might be imagined Govt. Parcels stamps on their original covers are great rarities, with the example offered here being unique, a most remarkable exhibition item.
