Unless it can be determined that the stamp has never been off its cover, it is sometimes difficult to separate true illegal uses from stamps with additional pen cancel removed for the sake of salability. This example, with use of a wax wafer in the absence of gum, and traces of earlier creasing, effectively confirm its "illegal" status.
