British Columbia & Vancouver Island Unfranked 1863 envelope to New Westminster, via Kingston (July 29) showing "Stella U.C./July 28 1863" single arc origin d.s. and unframed "Paid" handstamp with "25 cts" in manuscript, the 25 cent rate to Victoria or New Westminster via Panama.

The 25 cent rate was applicable between January, 1862 and June, 1864. The mail was routed and rated as follows: Canada (3 cents) to New York, U.S. packet to Panama (10 cents), Panama rail across the isthmus (2 cents), U.S. packet to San Francisco (10 cents), by ship or stage to Portland or Olympia, and then by ship.
