Meredith / Com. of Exchange / Fortress Monroe, Virginia", Jan 30, 1864 pencil docketing, not postally used, frequently "inside covers" were sent by the War department instead of through the Post Office with the outer envelope having the U.S. postage, Very Fine, a rare usage to Castle Thunder with only 10 covers recorded according to Harrison.
