The circular is addressed to the famous President of the Mormon Church and first Governor of Utah Territory from 1850 to 1857. The Mormons were among the first to petition Congress to construct the railroad and provided much of the labor and capital used in its construction, holding contracts for some of the surveying on the Union Pacific and the grading on both Central Pacific and Union Pacific through Utah.
