Intricate Star Geometric (Weiss ST-4P2), bold strike ties 6¢ dull rose (159), corner crease, on 1875 yellow cover to Belgium, reverse with New York station "A" duplex, red "New York Direct Service Feb 27" exchange c.d.s., two-line "Insufficiently Prepaid" handstamp crossed out in blue crayon, Anvers (3.16.75) and Liege (3.16) backstamps; most of flap missing, Very Fine and choice strike.

This cover was correctly prepaid for the 6¢ direct mail rate to Belgium (effective July 1, 1873 to June 30, 1875). The exchange office was apparently confused and originally marked it "Insufficently Prepaid" for the 8¢ closed mail rate via England, but realized their error and crossed it out in blue crayon.
