The Need for a Registered Mail System, clear "N.H. & Bellows Falls, R.R." c.d.s. and handstamped "FREE" on "P.O. Business" folded letter from U.S. P.O. Special Agent, J. Holbrook in New Haven Ct. to the Hartford, Ct. Postmaster, asking him to make up a letter with two $5 gold pieces and two $5 bills for use as a decoy to trap a suspected thief in the New Have Post Office. Very Fine.
