Expertization: 1988 P.F. Certificate.

The 12¢ stamps from Plate I are among the most notoriously difficult to find with complete framelines all around, since the stamps on this plate (originally produced for the imperforates) were so closely placed together so as to leave virtually no space in between for the perforations. Our study of these stamps shows that such large and perfectly balanced margins which leave the framelines clear on all four sides are of incomparable rarity.
