The distinctive Roman "V" was used only on stampless mail out of Binghamton or on redirected letters. Presumably the clerk thought the writer intended sending this letter unpaid. There are only three of this fancy rate handstamp on an 1847 cover.
The clearly struck second Herringbone cancel, used to obliterate the "V" rate marking, offers an outstanding and unobstructed view of this usually poorly struck fancy cancel.
