Treasury Dept., 1873, 10¢ brown (O77), block of four tied by cork cancels on large parcel label to Goderich, Canada, label bears printed Secretary of the Treasury penalty imprint; light vertical file fold, block has light gum toning, mainly around the perforations, Fine and rare, 40¢ third class rate at 1¢ per 2 oz. for a 5lb. parcel.

ONE OF ONLY FIVE BLOCKS OF ANY OFFICIAL STAMP STILL ON COVER.

The normal 4 lb. limit on third class mail was waved on departmental mail, but the penalty notice was not recognized.

Treasury Dept., 1873, 12¢ brown (O78), tied, along with a 15¢ orange (189), by "Washington, D.C., REG" double oval on registered legal size Secretary of the Treasury envelope to Berlin, Prussia, magenta Washington 3-line registry handstamp Sep 18, 1882, magenta New York registry markings (Sep 19, 20) and black Berlin carrier c.d.s. (Oct 3) on reverse, black and red Bremen exchange office registry label; light file fold not affecting stamps, minor opening tears at top, 12¢ with nibbed corner, triple the 5¢ U.P.U. rate (overpaid by 2¢) plus 10¢ for registration Very Fine.

As of April 1, 1879, Official stamps were no longer valid for postage on U.P.U. mail, hence the 15¢ stamp for the triple-weight postage. However, they could still be used to pay the U.S. registration fee; the 12¢ Treasury overpays the 10¢ fee by 2¢.

Treasury Dept., 1873, 12¢ brown (O78), tied by cork cancel, partial Washington, D.C. (March 1875) c.d.s., on legal size cover to Honolulu, Hawaii, addressed to the paymaster of the U.S.S. Tuscarora, blue "Foreign Mail" signature handstamp of the Chief Clerk of the Treasury, includes contents: a reconciliation of the quartermaster's account from mid-1872 through the end of 1875; some edge toning and crumpling affecting the stamp somewhat, Fine, double the 6¢ per ½ oz. treaty rate three months prior to the institution of uniform G.P.U. rates.

Treasury Dept., 1879, 6¢ brown (O110), along with two 1¢ blue (182), a 2¢ vermilion (183) and a 3¢ green (184), each cancelled by four red pen strokes with matching "Galena Mo., 2-8-1881" manuscript postmark and "Set No 28/PO No 28" registration number on lemon cover to Washington, D.C., magenta "Feb 12, Wash'n, D.C., 1881" oval receiver on reverse; 3¢ perf damage and 6¢ Navy missing corner that was affixed above the top of the envelope, otherwise Very Fine and most unusual, single 3¢ domestic rate plus 10¢ for registration.
