The 25 cent rate was applicable between January, 1862 and June, 1864. The mail was routed and rated as follows: Canada (3 cents) to New York, U.S. packet to Panama (10 cents), Panama rail across the isthmus (2 cents), U.S. packet to San Francisco (10 cents), by ship or stage to Portland or Olympia, and then by ship.

British Columbia & Vancouver Island 1860, 2½d dull red, perf 14 (2), particularly deep shade but defective lower left corner, tied by "1" in barred oval on 1863 envelope from New Westminster to Onion Grove, Iowa, showing "General Post Office British Columbia/Sep. 12 1863" double ring origin datestamp adjacent over which U.S. 3¢ rose (65) has been applied and tied by cogwheel, with" San Francisco Cal./Sep 18 1863" c.d.s. and "Paid" oval handstamp adjacent, rated "10", however the mail clerk in San Francisco evidently thought that since the U.S. rate for any distance had been lowered to 3 cents on July 1, he only had to apply a 3¢ stamp, the 3¢ stamp has been lifted for examination of the postal marking underneath it and hinged back, interesting usage. Paid", mostly bold "San Francisco Cal. Nov. 2, 1864" double circle at far right, Dereham receiving postmark; stamps with creases, cover opened roughly at left and with edge tears, one affecting express label, Fine and rare usage. SG 2.

In June 1864 the use of British Columbia stamps by the express companies was made compulsory. Rerated in British Columbia at 3 pence, they paid the Colonial postage. The express label showed that a $1.00 charge from the interior had been paid. The U.S. 10c paid the reduced rate (as of July 1, 1864) to Canada West.
