Feb 21" double circle, addressed to New York, N.Y., carried entirely outside the mails to the Wells Fargo's New York City office, Very Fine and rare. In 1861, ten cent stationery envelopes were briefly unavailable from the post office due to the change from star dies to the Nesbitt issue. Wells Fargo was forced to print their red frank on plain envelopes using 10¢ adhesives to pay the government postage.
