Hawaii Officials, 1896, 2¢-25¢ complete (O1-O6), tied on cover by three strikes of purple "Foreign Office, Honolulu, H.I." double circle without date on cover addressed to New York City, rare philatelic cover with the complete set; few toned perf tips, Very Fine.

The foreign office double circle postmark in purple was a cancel-to-order marking used on official stamps. It is also found as a postmark, with and without date, on a few non-philatelic official usages.

Francis March Hatch was the Republic of Hawaii's Minister of Foreign Affairs from Jul 4, 1894 to Nov 6, 1895 and the interim Attorney General from Oct 25, 1895 to Nov 6, 1895. He was Hawaii's U.S. Envoy Extraordinary and Minister Plenipotentiary in Washington, D.C. during the negotiations with U.S. for annexation.
