AN IMPORTANT COVER BETWEEN TERRITORIAL GOVERNORS SHOWING THAT FREE MAIL APPARENTLY WAS ACCEPTED DESPITE LACK OF REGULATIONS EXTENDING THE PRIVILEGE TO TERRITORIAL GOVERNORS.

Although not franked by Brigham Young, he apparently assumed that not only did Territorial Governors possess the same franking privileges as State Governors, but that it included receiving mail also so that his frank was not needed as it was addressed to the Minn. Territory governor. This presumption is not stated in the Postal Laws and Regulations at that time. The original content is of official in nature advising Ramsay that portions of the copies of the Minnesota Laws received were damaged by fire.

Illustrated, American Stampless Cover Catalog, Vol. II, page 281.
