Edifil lists only the 5c brown with an orange surcharge: NE14hcc priced at €275 for hinged, stating that only 50 were issued. This example of the 5c blue, however, has a control no. that falls in the correct range as noted by Edifil. Sanabria lists only the 5c blue with an orange surcharge. Perhaps the Edifil listing is in error and the listing should actually be for N15hcc.
