1¢-$5 Watermarked bureau issue, 10¢ Special Delivery, 1¢-50¢ Postage Dues and 1¢-$100 Newspapers, "Universal Postal Congress" specimen overprints (264S-278S, E5S, J38S-44S, PR114S-125S), the $1 black being type II, a uniformly sound set of these rare overprints, being surprisingly well centered throughout, plus only a 5¢ Newspaper has a straight edge (a miraculous occurrence for these), original gum, hinge remnant, Fine-Extremely Fine, only 125 sets were distributed to delegates of the 1897 Universal Postal Congress, and far fewer sets made it into collectors' hands, of these this must certainly rank among the choicest in terms of overall quality.
