1808 (Oct. 27) Pinckneyville, Miss. Terr. to Sag Harbor, N.Y., Very Fine strike rare straightline postmark "PinckneyvilleMT Oct27" on folded letter to "Sagharbor", addressed to H.P. (Henry Packer) Dering, Postmaster. The mostly personal letter includes good political content re the upcoming presidential election: "…I am glad to hear that the people in your…state are so decidedly in favor of Madison. It shows that in national affairs they are not to be influenced by local prejudices. There is not one single thing that can recommend Mr. Clinton [George] in preference to Mr. Madison…except it be that Mr. Clinton lives in New York and Mr. Madison lives in Vir(gin)ia. I expect that Cheetham [James, editor of the New York American Citizen], under the influence of Dewi(tiny trivial) Clinton [Mayor of New York City], will do all the mischief in his power. But I am in hopes that, like Burr, he will soon be incapable of disturbing the publick peace and happiness." The writer, a Josiah Mallery, also mentions the "…American Embargo upon Britain" a prelude to the War of 1812. The cover was marked twice with a manuscript "Free" after scratching out the original "50" cent rate. Couple small holes affecting a few words, Fine.

Territory, photocopy of original letter accompanies; cover restoration including docketing removal, Very Fine appearing.

AN IMPORTANT COVER BETWEEN TERRITORIAL GOVERNORS SHOWING THAT FREE MAIL APPARENTLY WAS ACCEPTED DESPITE LACK OF REGULATIONS EXTENDING THE PRIVILEGE TO TERRITORIAL GOVERNORS.

Although not franked by Brigham Young, he apparently assumed that not only did Territorial Governors possess the same franking privileges as State Governors, but that it included receiving mail also so that his frank was not needed as it was addressed to the Minn. Territory governor. This presumption is not stated in the Postal Laws and Regulations at that time. The original content is official in nature advising Ramsay that portions of the copies of the Minnesota Laws received were damaged by fire.
