Galen D. Harrison (p.119) best summed up the background of the barbaric conditions of virtual starvation and disease: "In late October, 1864, the 600 Confederate officers who had been brought from Fort Delaware to be placed on Morris Island in retaliation for the Union officers supposedly under fire in Charleston were removed from Morris Island to Fort Pulaski, on Cockspur Island, at the mouth of the Savannah River. A short time later, 220 were sent to Hilton Head; the remainder were kept at Fort Pulaski."

Located in Long Island Sound, Hart's Island was the last prison camp opened during the Civil War. It began operations in April, 1865, and continued through July, under the policy of prisoners being released once they swore the oath of allegiance. Captain Morey was a member of the 32nd Tennessee Infantry, and his mother alludes to this procedure in her letter with which she encloses postage stamps for him to use on mail, as well as clothes: "Brother says anything sent through Sergt. Baine to care of Col. Edmonson would come likely to him. Do as you think best. If you can keep them you can use them when you became loyal in name as I hope you already are in sentiment."

Confederacy, David's Island, Pelham, N.Y., envelope from a prisoner of war to Mattoax Depot, Virginia., bearing U.S. 3¢ rose tied by target, matching "Pelham N.Y./Aug 31" (1863) c.d.s., in combination with 10¢ blue, Die A (11) from the bottom of the sheet tied by "Richmond Virginia./Sep 11 186(3)" c.d.s., stamps have surface faults or creases, and cover tear at top, nevertheless Fine and rare usage (only 10 covers recorded) from this prison, which though was leased by the Federal government in 1861, was really only used to house wounded Confederate prisoners during the four months following the Battle of Gettysburg. The writer, D Hooper, gives details of his capture on Sept. 12, 1861, following a skirmish between Union troops and General Anderson's Tennessee Brigade on Cheat Mountain. Being wounded, Hooper and six other soldiers were left behind in a house. They were taken prisoner the following day, and two subsequently died. The five survivors were held at Grafton (Va.) Hospital until well enough to be transported to Camp Chase, where they arrived on Dec. 7, 1861. One man was exchanged shortly thereafter. Hooper is requesting that the four remaining prisoners be placed on the list to be exchanged "learning that some sick and wounded have been sent North to be exchanged."

Following the capture of General John Hunt Morgan and his men on July 26, 1863, after one of their raids through Kentucky and Ohio, it was deemed that they should be confined separately at the Ohio State Penitentiary rather than on Johnson's Island as normal prisoners of war. Nevertheless, Morgan and a few of his men managed to escape four months later, further adding to the notoriety and legend of the feared Morgan's Raiders. During their imprisonment the Governor of Ohio had been forced to apologize for Warden Merion's cruel treatment of the prisoners.
