1897 Universal Postal Congress Specimens type "O" complete (264SO/PR125SO), less the $1 type II, comprising 264SO-278SO (less 276ASO), E5SO, J38SO-44SO and PR114SO-125SO, a uniformly sound set of these rare overprints, being surprisingly well centered throughout, the 5¢ Newspaper has a straightedge but several others have been reperforated, exceptionally fresh and otherwise Fine to Extremely Fine (the $5 is a lightly hinged, Extremely Fine gem).

Only 125 sets were distributed to delegates to the 1897 Universal Postal Congress, and far fewer sets made it into collectors' hands. Of this small quantity, an inordinate number seem to have been straight-edged and a large percentage have been damaged. This is still a noteworthy set.
