Applying the standards for short-paid letter penalties as directed by the Post Office, this cover should have been treated initially as being an unpaid triple-rate letter and charged 3 x 7¢ = 21¢. Accepting the 10¢ franking as a partial payment, the marking should have been "Unpaid 11". There is only one other cover recorded with the "Unpaid 7" plus 10¢ franking.

Canada, 1859, Prince Albert, 10¢ deep red purple, diagonal bisect (Unitrade 17d var.), lower right diagonal half, with rich color characteristic of order 2B, superbly tied across half by concentric rings cancel on buff cover to Hatley, matching "Lennoxville C.E., NO 29 1860" c.d.s., manuscript "Paid" and additional "Paid" handstamp over which bisect was carefully applied, "Brompton C.E., NO 28 1860" origin c.d.s. on reverse; cover with repaired opening tear just touching address and small part of backflap missing, still a Very Fine and rare bisect use. Carried on the Cunard Line's China leaving Boston on September 25 and arriving in Halifax on September 26. It was then carried by a local Cunard packet to St. John's.

The 12½¢ per ½ ounce rate came into effect on January 1, 1865. Previously it was 20¢ per ½ ounce.
