The 20¢ postage prepays the 10¢ Netherlands closed mail rate via England plus 10¢ supplementary mail fee. Carried on NGL Line "Mosel" that arrived at Southampton on May 26, 1874. The champhered "PD" marking is very rare and was applied by New York City and is only recorded used in combination with the supplementary mail type D exchange datestamp, which lacks a "paid direct" designation as required per treaty.

THE ONLY GE-EN8 USE TO JAPAN.

Benjamin Smith Lyman (1835-1920) was an American mining engineer, surveyor and amateur linguist and anthropologist. In 1870, Lyman surveyed oil fields in the Punjab for the Public Works Department of the government of British India, and developed a lasting interest in the Far East. In 1872, Lyman was hired by the Japanese government to survey the coal and oil deposits of Hokkaido and along the Sea of Japan coastline of Honshu. He stayed on in Japan from 1873-1879 as chief geologist and mining engineer to the Meiji government. While in Japan, his mail correspondence has yielded many of the rarest U.S. Postal Agency usages and exotic incoming treaty rates.

A SPECTACULAR AND RARE MIXED-COUNTRY AND ISSUE FRANKING ON COVER FROM CUBA TO SPAIN VIA THE UNITED STATES— ONE OF THE HIGHLIGHTS OF THE RICHARDS COLLECTION.

Provenance: Coulter

This is the latest of ten 2c 1869 covers listed in the 1869 PRA Census addressed to Francisco Quadrada in Barcelona, Spain. All have mixed frankings adding up to 31c or 32c U.S. and 50 or 100 centavos Cuban postage, and they usually are overpaid. The postage on this cover was apparently intended to prepay a multiple of the pre-July 1875 rates, but it was received at New York's foreign exchange office on July 3, 1875, the third day of the new General Postal Union rates, which presumably explains the absence of credit and transit markings found on covers from the earlier treaty-rate period.

This cover is one of the most attractive of the Quadrado correspondence, because it has a large number of stamps, all of which are tied on the front, and the condition is superior to many of the fragile covers from this group.

Illustrated in color in the 1869 PRA Census (p. 142) and described in Forster's 1982 Register article on mixed frankings (p. 89).

A UNIQUE NYFM COVER TO THE PHILIPPINES AND AN IMPORTANT BANK NOTE USAGE AS WELL, ENHANCED WITH HANDLING BY SUPPLEMENTARY MAIL— ONE OF THE HIGHLIGHTS OF THE RICHARDS COLLECTION.

There are less than five recorded Bank Note covers used to the Philippines, and this is perhaps the finest example. The sender prepaid 40 cents in postage, but mistakenly endorsed the cover "Via Marseilles". It was correctly handled by the New York exchange office via Brindisi at the 34c per ½ ounce rate with proper credit to Great Britain of 30 cents. The United States was entitled to 2 cents internal and 2 cents sea postage for carriage to England. The 6c additional postage prepaid the supplementary mail fee that was reflective of the 6c rate charge on letters to England. One of the more complex Bank Note covers.

Elaborate Positive Geometric (Weiss GE-EP4), two bold strikes tie 3¢ green (158) and 5¢ Taylor (179) together on Jan. 8, 1876 cover to Paris, France, red "New-York Jan 8" exchange c.d.s. and blue Paq. Fr. Brest (1.19) postmarks each tie stamp; cover with small mended tear at top and closed spindle hole in third line of address, Very Fine appearance and most unusual combination of stamps.

The 5¢ G.P.U. rate had just come into effect on January 1, eliminating the 9¢ French mail rate. The only rate this would have paid was double the 4¢ open mail rate by American packet via England, made obsolete 15 months earlier. It is most likely an early misinterpretation of the G.P.U. rate.
