The 5¢ rate was a special rate for single weight printed matter, a rate that was negotiated with the British Post Office, and remained in effect during the "first cents period". Printed matter sent to other than the U.S. or Great Britain are very rare.

we have since learned that Littlefield was not the postmaster, but a collector, and made the cover many decades ago. the cover is being offered on its own merits.
