1861, 24¢ steel blue (70b), exceptionally well centered with deep, unmistakable color, regummed over small filled thin, tiny virtually unnoticeable discolored spot at left, certificate notes "pulled perforation at bottom right", which we feel is unduly harsh. A fresh Very Fine looking example of this scarce unused stamp.
