1912, 1¢ green, Kansas City roulette (408 var), horizontal block of eight missing the three interior rows of vertical rouletting, initialed twice on the reverse by Elmer R. Walters and accompanied by Walters' notarized affidavit of Nov 4, 1919. O.g., never hinged. F.-V.F., an exceedingly rare imperforate between error.

The fact that these sheets were rouletted by hand, one row at time, allows for the very likely chance that the person doing the rouletting was interrupted or distracted and simply lost his place in the process.

The affidavit from Walters states that the postal clerk had been instructed to sell only one sheet per customer. Accordingly, Wilson arranged for 14 friends to purchase sheets for him, giving him a total of 1,296 copies of the 1¢ roulette (some must have bought partial sheets). Wilson then initialed the back of each block of four, 324 blocks in all. Apparently no notice was taken of the missing roulettes on these blocks.
