War Dept., Ordnance Office, Official Business imprint, Dietz type Iia, on amber envelope addressed to Gen. Ira R. Foster, Georgia's Quartermaster General, postmarked Richmond, Sep 30, 1861, with "PAID/10" in circle; small repaired burn hole in address, Fine. Also included is an official handwritten copy, on Ordnance Office letterhead, of a letter from Maj. Josiah Gorgas, Chief of Ordnance, to John J. Thrasher, one of the founder's of Atlanta, telling Thrasher that Gorgas had authorized Gen. Foster to ratify a contract with Thrasher to provide "accoutrements" for the Confederate Army.
