Post Office Dept., 1879, 3¢ black (O108), tied on legal size mourning cover by "Washington, D.C. Mar 26, 1883" fishtail numeral "1" duplex to the Postmaster in Concord, N.H., stamp with fault at top and slight cover reduction at right, otherwise Very Fine. Estimate 500 - 750
The mailing originally enclosed an announcement that Postmaster General Howes had died the day before. By this time all Post Office Dept. mail out of Washington, D.C. utilized penalty envelopes, but in this case, there was no time to get special mourning penalty envelopes printed, so commercial envelopes and official stamps were used instead.
