The Canal Zone Director of Posts asked The Panama Canal Press to overprint some stamps and stationery in anticipation of complying with the Act of Congress of October 3, 1917, which called for an increase in certain postage rates in order to provide additional revenue for the war effort. It was subsequently determined that the tax would not apply to the Canal Zone postal system, as it was not under the jurisdiction of the Postmaster General, and the overprint was never issued.
