Dallas" at Philadelphia to the Collector at New York, red "Phi 23 Aug." c.d.s. and matching "Free" handstamp rating; Very Fine and interesting historical documentation to the courier of the peace treaty ending the war, and that the President should be involved in a duty matter.

Autographed signed letter with interesting content, "Mr Hughes, the late Secretary of delegation at Ghent has reported, that being employed to bring to the United States the Treaty of peace, he arrived at New York in the transit, when the effects, brought with him, were charged with duties…The subject has been submitted to the President, who is of the opinion, that the duties should be refunded, within the President's, relating to diplomatic privilege".
