France, 1866 cover to Esbly, bearing Empire perf. 20c blue already used and applied defective in an effort to defraud the post, but caught and penalized with Postage Due 15c black (Cérès T3B) cancelled by "Meaux/(73)" c.d.s., envelope endorsed in manuscript "Taxée pour timbre ayant déjà servi", Procès-Verbal for the postal fraud accompanies the envelope, the Postage Due and envelope have pinholes, nevertheless a Very Fine example of how the postal authorities treated fraud.
