Alexander III (1845-1894), Tsar of Russia 1881-1894, reactionary ruler, countenanced persecutions of Jews and others, continued Russian advances into Central Asia. 14 x 8¾ partly-printed DS in Cyrillic as Tsar, Nov. 9, 1890, 3½ pp. (folded sheet). The Tsar presents decorations of St. Stanislaus 2nd and 3rd Degree to various named individuals. Not formally translated. Excellent condition.
