War Dept., 1879, 10¢ rose red (O118), nicely centered single, tied by Washington, D.C. "R" oval on large Official Business registered cover, Official Business/penalty label applied at UR in lieu of postage but the registration fee had to be paid with a stamp; reduced about 1½" at R taking part of penalty label and part of address, a bit soiled, F-VF.
