The 4¢ yellow brown, as well as the 8¢ olive green, printed on bluish paper were never intended for issue to the public. The only examples accessible to collectors emanated from exchanges between the Government Collection and private individuals for other stamps needed for the national collection. Less than 100 examples of this stamp were consequently made available.
