1869, 10¢ yellow (116), about Fine, tied by cork cancel on 1870 cover to Paris, France, matching"Philada Pa Mar 4" c.d.s. alongside, endorsed "Via England" but apparently carried direct by French packet with clear "Etats Unis/Paq Fr H No/5 Mar 70" arrival postmark and charged "16" decimes due, Paris backstamp, Very Fine and unusual usage showing conflicting systems of weights.

At this time the convention called for a single rate of 7½ grams for exchange offices using gram weights or 1/3rd oz (which is 10g) for local offices using ounce weights, this letter paid as a single during the no convention period, must have fallen in between 7½ and 10 grams to have been charged double the usual 8 decimes due.
