Department of Justice Balance, comprising seven penalty mailings including one from Montana Terr. addressed to Charles Devens, Attorney General, 1882 Dept. of Justice mailing with 3¢ green (184), an unauthorized William Wirt free frank as Attorney General to his son, a signed photo of George H. Williams who served as Attorney General from 1865 to 1871, regular issue plate proofs on India (145P3-155P3) used to show the original dies used to prepare the official issues, and a (153P3) block of four used to show the difference between the regular issue and Dept. of Justice purple.
