State Dept., 1873, 3¢ bright green (O59), tied by cork cancel on yellow consular cover to Gen. F.T. Dent at the Executive Mansion in Washington, D.C., manuscript return address "Rumsey Wing, U.S. Mr. to Ecuador" and matching "personal", blue Department of State straightline handstamp, red State seal on reverse, cover restoration at right, otherwise Very Fine.

General Frederick T. Dent was President Grant's secretary until 1873, therefore dating the cover to 1873. Edward Rumsey Wing was the youngest chief of a U.S. diplomatic mission when he was appointed Minister to Ecuador in 1869 at the age of 24 years. Wing drank himself to death at his post in 1874.
