1860, 24¢ gray lilac (37), on eagle & flag patriotic coveright (a similar lot. L-2546) to Germany, tied by one of two strikes "Lima, O., Oct 3, 1861" c.d.s. black "23, New-York Am. Pkt., Oct 12" transit c.d.s., manuscript rates "45" and "45" charged to "12¾", backstamped Aachen and Rudolstadt, F.-V.F. ex-Waterhouse. Ashbrook's opinion (on reverse) is that this is an example of Old Stamps Not Recognized. A more plausible explanation for the rate is that the 24¢ underpaid the Prussian Closed Mail rate by 4¢ therefore the cover was treated as unpaid. This stamp was not demonetized in Ohio until November 1st.
