CHARGE TO COLLECT 2 CENTS" handstamps, light San Francisco datestamp, the postal card was rated due 2¢ for double the 1¢ deficiency per U.P.U. regulations; accompanied by a similar reply card postmarked by "Honolulu, H.I. Feb 23, 1896" duplex to Seattle, Wash., with note concerning how to order Hawaiian stamps, signed with purple "Sec'y Postal Bureau" handstamp, San Francisco and Seattle backstamps; first with crease at right, Fine to Very Fine.
