Burton's letter to the Governor of North Carolina reports:
"…there has not been a sufficient number of States represented to do business in Congress; at this time very few members are here, and it being certain that there will not be a meeting again until the Convention at Philadelphia. I shall return immediately home."
Clearly, the Constitutional Convention in Philadelphia was receiving all the attention.
