"Gouvernement Kiautschou" imprint official envelope (matching embossed paper seal on reverse), to the Imperial Naval Office in Berlin (28.12) via Port Arthur and Moscow, showing "Tsingtau/Kiautschou" origin c.d.s. and bearing "Kitai" overprint on horizontally laid paper 2kop green (2) and 3kop red block of six and vertical pairs (3), cancelled by "Chifu/Pochtovaya Kontora" c.d.s. (28.11), Very Fine and rare four times rate cover sent through the Russian Post Office.
