1856 (c.) (Nov. 7) Albany N.Y. to Worcester, Ms., registered envelope bearing 3¢ dull red (11) and 5¢ red brown (12), vivid color, three full to enormous margins with portion of adjacent stamp, miscut vertically, tied by "Albany Nov 7" c.d.s., manuscript "204" registration control number, couple tiny edge faults and slight wear, Fine, the single 3¢ domestic rate for up to 3,000 miles, plus the 5¢ registry fee. ONE OF TWO RECORDED 5¢ 1856 USAGES PAYING THE 5¢ REGISTRY FEE; THE FIRST INSTANCE OF THIS FEE BEING PAID BY A STAMP.

Starting July 1, 1855, the fee for domestic registry was five cents. This fee was intended to be collected in cash. The two recorded examples of the 5¢ 1856 issue paying the registry fee, contrary to postal regulations, are from Albany N.Y. The postmaster apparently did not understand the somewhat vague language of the regulation.
