It was theorized by Pratt that Postmaster Delaney had these stamps overprinted and supplied them to U.S. Post Offices in late 1872 or early 1873 after the signing of the first Postal Convention between the two countries. They would have been given to at least the three main post offices that handled Newfoundland mail: Boston, New York, and Washington, D.C.
Robert Pratt believes that only three complete sets (which also include the 1d 1857 issue, 3d green, and 5d violet brown) exist. The above may or may not be part of one of these sets.
