AN UNUSUAL 1861-66 ISSUE COMBINATION FRANKING.
The cover was franked with 40¢ postage apparently intended for, but short-paying the 42¢ double French Mail rate. It was accepted as a single-rate letter with the appropriate 18¢ credit marked.
