Partly printed document authorizing and directing the Secretary of State to place the Seal of the United States on an "envelope containing letter of credence addressed to His Excellency Jules Grevy President of the Republic of France", to which Garfield has added a choice bold signature. Very Fine condition accompanied by an engraved portrait.
