Dept. penalty envelope ("Official Business" crossed out") to St. Louis Mo., purple "Washington D.C. Registered Nov 18 1902" postmark, reverse with St. Louis Registered (11.20) arrival backstamp; cover and stamps faulty, Fine.

From the article by Wayne L. Youngblood in Stamp Collector, The first 1902 13¢ printing plate was No. 1473, which was certified Oct. 27. 1902 and went to press the following day. "A contemporaneous column in Mekeels Stamp News in late November 1902 reports the sale of the new 13¢ stamp by the St. Louis post office on Nov. 19, 1902. Max Johl lists an issue date of Nov. 18, however, even though no first-day cover has been seen until now."
